ftpsrvr: drop an empty REP upload at once; qwkjob: pre-Vista OpenProcess
- FTP import_rep() removed a 0-byte REP only when the job failed. When the
user's QWK job lock was busy or the job slots were full, the empty file
was queued in data/file/ and left for the event thread's sweep to remove
a minute later. It is now removed whatever the job result.
- PROCESS_QUERY_LIMITED_INFORMATION, used to tell whether the process that
owns a temp/qwk/ job directory still runs, exists only for Windows Vista
and later (_WIN32_WINNT >= 0x0600). Older targets now use
PROCESS_QUERY_INFORMATION.
