    Modified Files:
    docs/v322_new.md src/sbbs3/qwk.cpp
    Log Message:
qwk: take the QWK job lock before a REP upload, not after it

qwk_upload() took the user's QWK job lock only once the protocol had
received the REP, so when another session (FTP, Web, a script or another
host) held it, the user's uploaded packet was refused and deleted, and
    had to be sent again.

The lock is now taken before the upload prompt, as qwk_download() does,
and held through unpack_rep(); a busy lock shows QWKTransferInProgress
    before any transfer starts.
